David Klingman, PhD | Senior
Director |

Dr. Klingman is Senior Director, Health Economics
at ValueMedics in Falls Church, VA, where he conducts research projects
for clients in the pharmaceutical, medical device, and biotechnology
industries. Those projects have included health-economic modeling,
cost-effectiveness analysis based on clinical-trial data,
retrospective database analyses,
survey design and analysis, medical record abstraction, meta-analysis,
and literature synthesis in numerous therapeutic areas.
Prior to joining ValueMedics in 2000, Dr. Klingman conducted similar
research projects as Director of Outcomes Research at PAREXEL International
Medical Marketing Services, Inc. in Alexandria, VA. He also served
as Director of Outcomes Research for the National Osteoporosis Risk
Assessment (N.O.R.A.™) program, the largest patient registry
project ever conducted in the area of osteoporosis.
Dr. Klingman came to PAREXEL in 1996 from the Center for Clinical
Quality Evaluation (formerly the American Medical Review Research
Center) in Washington, DC. As Director of Evaluation, he wrote reports
for a project to develop clinical performance measures derived from
practice guidelines. He also wrote proposals to private foundations,
corporations, and government agencies.
Prior to this position, Dr. Klingman was a Senior Analyst in the
Health Program of the Office of Technology Assessment (OTA), U.S.
Congress. There he wrote reports, synthesized literature, and conducted
primary research for studies requested by committees of Congress.
Dr. Klingman came to OTA in 1992 from SysteMetrics, Inc. in Washington,
DC, where he conducted retrospective database analyses and other
health services research projects for several federal agencies.
Prior to joining SysteMetrics in 1984, Dr. Klingman conducted public
policy research and taught social science research methods and policy
analysis at Michigan State University (East Lansing), the University
of Southern California (Los Angeles), and The George Washington University
(Washington, DC). He has authored and co-authored numerous publications
and government reports in the health-care area.
Dr. Klingman received his Bachelor of Arts degree in Govenment from
the University of Texas at Austin in 1966, his Master of Arts degree
in Political Science from the University of Wisconsin-Milwaukee in
1967, and his Doctor of Phylosophy degree in Polical Science from
Michigan State University in 1973. |
