Richard
H. Chapman, PhD | Director |

Dr. Chapman directs the programming and
analysis of economic evaluations and health outcomes studies.
His work focuses
on the methodological quality of health economic analyses, and
on patient-reported outcomes, including quality of life and patient
preferences. Dr. Chapman has also focused
on the strategic communication of scientific information, and has
published extensively
in this
regard, including articles on the appropriateness of using quality
of life adjustments in cost-effectiveness analyses and what we
know
about the cost-effectiveness of pharmaceuticals in general.
Prior to joining ValueMedics Research, Dr. Chapman was a research
associate at the Center for Risk Analysis at Harvard School of
Public Health, while completing a doctoral degree in health policy.
In this
capacity, he helped to develop the CEA Registry, a comprehensive
database of published cost-effectiveness analyses that has been
used to study variability in the methods used to calculate cost-per-QALY
measures. A summary of this project, along with comprehensive
tables
of published $/QALY ratios, is available on the Center for Risk
Analysis Web site (http://www.hsph.harvard.edu/cearegistry/).
Major focuses of Dr. Chapman’s research and publications
have included the estimation of health-state preference (utility)
weights
by different populations, the determination of when quality-adjusting
life-years is useful for cost-effectiveness analysis, and the
effects of recommended standards on the conduct and reporting
of cost-effectiveness
analyses.
Dr. Chapman received his PhD degree in Health Policy (concentrating
in Decision Sciences) from Harvard University. Prior to this,
he earned his MS degree in Health Policy and Management from
the Harvard
School of Public Health, where he investigated the association
between quality of care and health-care financing mechanisms.
Before enrolling
at the School of Public Health, he conducted research on the
practice of transfusion medicine as part of a NHLBI Specialized
Center of
Research at the Center for Blood Research in Boston.
